"Brazil is interested and willing [to take part] of this collective effort to reach Asian markets and take advantage of the railway line that reaches Corumbá [Brazilian side] and Puerto Suárez [in Bolivia]," said the Economic Affairs Coordinator for América do Sul the Brazilian Foreign Ministry, João Carlos Castro Parkinson's.
He stressed that it is important to establish agreements "customs harmonization" so there is a fluid movement of trains in Brazil-Bolivia-Peru route.

A protocol of intent on behalf of transoceanic Railroad was signed in Ji-Paraná (RO), on Monday (8), the governor of Mato Grosso, Pedro Taques, Acre, Tião Viana, and Rondônia, Confucius Moura. The signing ceremony of the memorandum of understanding included the Chinese ambassador's presence in Brazil, Li Jinzhang, and a group of 23 Chinese entrepreneurs who make an expedition through the cities that will benefit from the implementation of the Railway Transoceanic.
The protocol is the result of a strategic partnership between the two countries and the 35 agreements signed by President Dilma Rousseff and Chinese Prime Minister Li Keqiang, last May 19. One of them provides for the implementation of feasibility study of the railroad Transoceanic, which, by design, out of Rio de Janeiro, goes through Minas Gerais, Goias, Mato Grosso, Rondônia, Acre and ends in Peru.
China wants to grow the business in Latin America, and facilitate access to Brazilian production, especially soybeans, without relying on the Panama Canal, which has strong influence of the United States. But to become reality, the project has to face challenges in engineering, environmental and political.
Experts say that investments in the railroad can be close to R $ 30 billion. The main beneficiaries would be the farmers of the West of Mato Grosso, which have a shorter route to transport the crops, especially soybeans, reducing transport by road. In 2014, China imported Mato Grosso products worth $ 4.9 billion, of which $ 4.6 billion was allocated to imports of soybeans, as the Ministry of Development, Industry and Foreign Trade (MDIC).

Governador em exercício, Carlos Fávaro (PSD), vai representar o Estado na próxima quarta-feira (17), em reunião de chefes de Executivos estaduais, em Brasília. O encontro será integrado por comitiva de empresários da China, interessada em investir no modal de transporte ferroviário, com traçado que passa por Mato Grosso. Ele vai substituir Pedro Taques (PSDB), que viaja hoje (14) ao exterior para participar do Fórum Global para Inovações na Agricultura, que será realizado em Abu Dhabi, capital dos Emirados Árabes. Taques irá apresentar as potencialidades de Mato Grosso, com meta de atrair investidores.
O encontro em Brasília segue a mesma ótica, com tentativa de convencer empresários a apostar as fichas no cenário de desenvolvimento do Estado. “Essa reunião em Brasília já é fruto do trabalho iniciado pelo governador Pedro Taques no ano passado, com relação a Ferrovia Transoceânica (ligando o Brasil ao Peru), e pode ser dita a Fico (Ferrovia Integração Centro-Oeste), que é a mesma”, explicou se referindo a integração do sistema.
Fávaro frisa a importância da consolidação do modal ferroviário em Mato Grosso como alternativa para redução de custos no escoamento da produção agrícola. “Custa tanto a logística para o Centro-Oeste brasileiro que não tenho dúvida da viabilidade econômica. Pagamos o frete mais caro do mundo. Se nós simplesmente trocarmos de modal, do rodoviário para o ferroviário, é possível ganhar entre U$ 50 e U$ 60 (dólares) por tonelada. Isso é um ganho significativo. E temos outras perspectivas de ferrovias”.
Em termos gerais, o preço do frete do transporte ferroviário é 25% a 30% mais econômico que o rodoviário. Em relação a Ferrovia Transoceânica, ainda estariam em andamento estudos sobre sua viabilidade econômica para o Estado. Números preliminares teriam atraído investidores, como assegura o governador em exercício.
“A Fico é tratada dentro do contexto regional. E a Transoceânica, do Atlântico ao Pacífico, mas que já teve um primeiro desdobramento, quando apresentamos as potencialidades para aquela comitiva que veio a Mato Grosso. E agora a convite do embaixador da China no Brasil, Li Jinzhang, ele está trazendo os empresários que tem interesse em fazer investimentos nessa ferrovia, quer seja segmentada, porque não precisa trabalhar toda. Pode se pegar em pontos mais importantes e ligar a terminais portuários fluviais, como em Porto Velho, ligando a Ferrovia Norte e Sul que é a Fico, ligando de Leste a Oeste. Então ela já pode começar a ser construída, tendo lógico depois o objetivo de ligar Atlântico a Pacífico”, afirmou.
Em 2015, grupo de engenheiros da China percorreu trechos no Estado onde devem passar os trilhos. Em Mato Grosso, existem projetos para implantação de novos trechos ferroviários, como a Ferronorte, ligando Rondonópolis a Cuiabá, além da Cuiabá-Santarém contando com parceria de chineses. Segundo o governo federal, no Brasil, a megaferrovia (Transoceânica) também terá pontos de ligação nos estados de Tocantins e Acre, atravessando os Andes até chegar ao porto do Peru.
Fávaro lembra que cabe ao governo federal a política de execução do modal, sendo Mato Grosso um dos estados apoiadores da implantação do sistema ferroviário. “O governo do Estado estará sempre apoiando, porque esse é um papel da União, do governo federal. E o governo estadual apoiará sempre esse marco de desenvolvimento, a mudança de modal”.
O estudo da ferrovia está em andamento por meio de parceria com o governo da China. Ela partiria do Peru, passando pelo Acre, Rondônia, Mato Grosso, Goiás, Minas Gerais e Rio de Janeiro,  em mais de 4 mil quilômetros. São estimados pelo menos R$ 30 bilhões em investimentos para agilizar o escoamento da produção agrícola, principalmente a mato-grossense.
